Objects, usually vessels, are hand blown to their desired shape, carved and then dipped into molten glass, each layer added after the previous one has cooled. Typically, this can be seen by looking at the rings around the rim of the object. Oftentimes, artisans would carve into the layers using lapidary tools to create scenic designs and elaborate motifs.
